UAE Tourism Strategy 2031: A Vision for the Future

1. Disneyland Abu Dhabi – Yas Island

In May 2025, The Walt Disney Company and Abu Dhabi’s Miral announced plans to develop Disneyland Abu Dhabi on Yas Island. This will be Disney’s seventh global theme park and its first in the Middle East. The park aims to blend Disney’s storytelling with Emirati culture, featuring themed accommodations, dining, and retail experiences. While no official opening date has been set, estimates suggest a potential opening between 2030 and 2033 due to the project’s scale. Source

2. Guggenheim Abu Dhabi – Saadiyat Island

The Guggenheim Abu Dhabi, designed by renowned architect Frank Gehry, is slated for completion in 2025. Located in the Saadiyat Island Cultural District, the museum will feature 27 galleries and a collection of 600 artworks from 300 artists, focusing on West Asia, North Africa, and South Asia. It will complement existing institutions like the Louvre Abu Dhabi and the Zayed National Museum. Source

Designed by Santiago Calatrava, the Dubai Creek Tower is envisioned to surpass the Burj Khalifa in height, with estimates ranging from 900 to 1,400 meters. 4. Wynn Al Marjan Island – Ras Al Khaimah

Wynn Al Marjan Island, the UAE’s first integrated resort featuring a gaming area, is under construction in Ras Al Khaimah. Scheduled to open in early 2027, the $3.9 billion project will offer 1,542 rooms, 22 private villas, luxury dining venues, high-end retail spaces, and state-of-the-art convention facilities.

5. Dubai Loop by The Boring Company

Dubai’s Roads and Transport Authority (RTA) has partnered with Elon Musk’s The Boring Company to develop the Dubai Loop, a 17-kilometer underground transportation system. The system will utilize electric pods capable of reaching speeds up to 1,123 km/h, aiming to reduce congestion and promote sustainable urban mobility. Formerly known as Deira Islands, Nakheel’s Dubai Islands project encompasses five man-made islands spanning 17 square kilometers. The development will feature over 80 hotels and resorts, along with world-class retail, entertainment, and lifestyle destinations, aligning with Dubai’s vision to expand its coastline appeal. Source

7. Etihad Rail: Connecting the Emirates

Etihad Rail is developing a 1,200 km railway network connecting all seven emirates, from the Saudi Arabian border to the Omani border. The project aims to transform logistics and passenger travel, offering a fast, sustainable alternative to road transport and boosting domestic tourism. The network is expected to be completed by 2030, with passenger services anticipated to commence in 2026. Source
